The chairman of the Wireless & Internet Service Providers Association of Pakistan (WISPAP) has addressed concerns regarding the licensing of CVAS (Class Value Added Services Voice & Data).
In a statement, the WISPAP chairman expressed support for the thorough examination of these matters and echoed key points raised during discussions by another network association in a recent meeting.
One major concern highlighted is the restrictive nature of the current framework, particularly the requirement imposed by the Pakistan Telecommunication Authority (PTA) that obliges CVAS operators to collaborate with access providers. This setup risks empowering entities prone to malpractice and exploitation, posing a threat to the integrity of the industry.
Moreover, the licensing process for cable operators, already regulated by the Pakistan Electronic Media Regulatory Authority (PEMRA), presents a complex challenge. The potential integration of operators with a history of unethical behavior could disrupt the business environment and undermine the efforts of law-abiding stakeholders.
The WISPAP chairman urged the PTA to establish a standardized approach to support the advancement of CVAS operators. Specifically, there is a call for the removal of voice communication obligations from the Fixed Local Loop (FLL) requirements and a reduction in licensing fees. Modernizing the licensing framework to align with current market demands would allow operators to efficiently upgrade their existing licenses to the Local Loop (LL) standard, thereby better serving consumer needs.
As a representative body committed to promoting the interests of wireless internet service providers, WISPAP remains dedicated to fostering an environment conducive to innovation, fair competition, and consumer welfare. The chairman emphasized the importance of all stakeholders joining forces to advocate for reforms that secure the industry’s future and enhance the quality of services for the Pakistani populace.
